[15u-communication] Invitation for new maintainers

Hi folks,

We're adjusting the process (slightly) for the call for new maintainers. Instead of running this in conjunction with the end of maintenance of the 15.0.2 release we have decided (based on feedback from Yuri at azul!) to call for new maintainers earlier in the release cycle so they aren't overwhelmed with a deluge of work early on.

One slight difference with the old process that we wish to make explicit is that the new maintainer will only be approving bugs for 15.0.3 onward.

To be clear, the existing maintainers still intend to step down at the end of March. (possibly sooner!)

So, we would like to invite prospective new maintainers to step forward at this point to ensure a smooth transition should they wish to maintain 15u beyond the end of March.
