[jdk11u-dev] RFR: 8267424: CTW: C1 fails with "State must not be null"

Backporting for `11.0.13-oracle` parity. I was unable to reproduce the CTW failure on current 11u.

Additional testing:
 - [x] Linux x86_64 fastdebug tier1
 - [x] Linux x86_64 fastdebug tier1 with `-XX:TieredStopAtLevel=1`
