[jdk11u-dev] RFR: 8240555: Using env of JAVA_TOOL_OPTIONS and _JAVA_OPTIONS breaks QuietOption.java test

Backporting to stabilize the tests and for `11.0.13-oracle` parity. I was unable to reproduce the test failure on current 11u. `jdk/javadoc` tests still pass.
