[jdk11u-dev] RFR: 8249899: jdk/javadoc/tool/InlineTagsWithBraces.java uses @ignore w/o bug-id

Clean obsolete test removal. Matches `11.0.13-oracle`. `jdk/javadoc/` tests still pass, just in case there were dependencies.
