[11u notice]: jdk11u-dev freeze at 18:00 CEST

Hi,

The mercurial repository jdk11u-dev will be closed
today at 18:00 CEST.  Please don't push after this
point in time, or after you find the 11.0.12+5 tag in
the repo.

I'll announce once the jdk11u-dev git repository
is opened for changes for 11.0.13. If all works fine,
this is  after JDK-8267695 [1] has been pushed.
