[11u notice] jdk11u-dev git repository is open for 11.0.13 changes

Hi,

The transition of the jdk11u-dev mercurial repository to
git and github is implemented successfully.

Changes for jdk 11.0.13 can now be integrated to
the git repository [1].

The old mercurial repository [2] is read-only now.
