[jdk11u-dev] RFR: 8265335: Epsilon: Minor typo in EpsilonElasticTLABDecay description

Unclean backport (although bots think it is clean when fuzzed apply?), since the flags infrastructure changed a bit in later JDKs. Passes `gc/epsilon` tests.
