[11u] RFR: 8255086: Update the root locale display names

Hi,

Please review this 11u backport. It's the same patch as for head,
modulo the @bug line in LocaleDataTest.java as some of the other
changes which touched that test in jdk/jdk[1] aren't in 11u.

Testing: Linux x86_64 tier1 tests and changed tests which fail
         before and pass after the patch.
