[11u] RFR: Backport of 8259662: Don't wrap SocketExceptions into SSLExceptions in SSLSocketImpl

I would like to request a review for the backport of JDK-8259662

The patch applied cleanly expect for the hunks at 
src/java.base/share/classes/sun/security/ssl/SSLSocketImpl.java, Line : 1329-1333 and 1394-1398. 

Have validated that the associated tests and tests in test/jdk/javax/net/ssl/SSLSession/ and 
test/jdk/sun/security/ssl are passing.
