[15u] RFR 8202343: Disable TLS 1.0 and 1.1

Hi David,

do you plan also to backport JDK-8257083 and JDK-8256682 (that on the surface)?
I hope we have a week or so for that.
This patch looks OK to me.
And as there was no clear rampdown declared, a simple jdk15u-fix-request should be enough.
