[11u] RFR: 8171303: sun/java2d/pipe/InterpolationQualityTest.java fails on Windows & Linux

Hi,

JDK-8171303 is backported to 11.0.12-oracle. I'd like to backport it for parity.
I had to remove the test from the problem list manually.
