Patch applies almost cleanly, the only change is a copyright year,
that was changed by JDK-8252265 that is not in 11u. Testing: I was
unable to reproduce the issue locally with the test included - tried
it with higher number of threads with both 11u and mainline openjd/jdk
(with change reverted) with no luck; ran jtreg:java/util/logging and
jck:api/java_util/logging .
