RFR [jdk11] 8259983: do not use uninitialized expand_ms value in G1CollectedHeap::expand_heap_after_young_collection

Hello, please review the jdk11 backport of  8259983 .
The backport fits in nicely, but  does not apply  cleanly because of   changes in the stride  ; that's why the separate RFR.
