[13u notice] last 13u-dev merge for 13.0.7

Hi,

presently jdk13u-dev is closed. It will reopen for 13.0.8 (July release)
as soon as we have that release value available
and 13.0.8+0 tag set there.
Last update of master jdk13u repo from jdk13u-dev will be finished today.
Further changes to 13.0.7, if any, will go directly to the master and should be
requested with jdk13u-critical-request label.
