Just to clarify. jdk11u hasn't transitioned to skara yet. jdk11u-dev
will transition to it in June[1]. At that point the bots will no longer
auto-close PRs. It hasn't been announced that we actually transition,
unfortunately. I don't see anything beyond the proposal email, but we
have had a meeting where the proposal was agreed on. Let me ask
Christoph about what's up with the skara announcement for 11u.
