[jdk15u-dev] RFR: 8255908: ExceptionInInitializerError due to UncheckedIOException while initializing cgroupv1 subsystem

I'd like to backport JDK-8255908 to 15u for parity with 11u.
The patch applies cleanly.
Tested with tier1 and container tests.
