[11u] Backport of 8274338 causes jtreg test failurs

Did you have a chance to look at the issues we see?

Can you reproduce it?  It reproduces on every platform every night
in our nightly tests, but I can not reproduce it by just running the test.

I will not merge jdk11u-dev to jdk11u today to not brake it.
I think we should backout this change.
