[jdk17u] RFR: 8269637: javax/swing/JFileChooser/FileSystemView/SystemIconTest.java fails on windows

Clean backport of a Windows-specific fix. Testing: checked that enabled test passes on Windows, was unable to reproduce test failure without the fix.
