[17u, 11u] Release Engineering Notification: Fixed format of some 11.0.16.1 and 17.0.4.1 tags (force-push)

Hi,

I have repaired the tags 11.0.16.1+0 [0], 11.0.16.1+1 [1], 11.0.16.1-ga [2], 17.0.4.1+0 [3] to be annotated tags as per the usual convention. They had wrongly been issued as lightweight tags. While the tags still point to the same commits I could not avoid force-pushing them. I hope it doesn’t break any scripts or CI integration. If so, I’m sorry for the inconvenience caused.
