[jdk15u-dev] RFR: 8282947: JFR: Dump on shutdown live-locks in some conditions

I'd like to backport JDK-8282947 to 15u for parity with 11u.
The patch applies cleanly.
Tested with jdk/jfr and tier1 tests; added test fails without the patch and passes with it on Linux.
