NB: openjdk13u, openjdk15u in 2023

Hi all,

according to the initial plans, after the January release I will
stop maintaining openjdk 15u and 13u, will send a formal resignation letter,
invitation for another maintainer etc.

However, if somebody would wish to continue this work in 2023,
to keep the process uninterrupted I should create
new releases (15.0.11 or 13.0.15 or both) and open -dev repositories
on or around December 21, i.e. a month before January release.

Please think about it. By default, there will be no releases of 13u and 15u in April.
