[jdk11u-dev] RFR: 8256108: Create implementation for NSAccessibilityElement protocol peer

Backport [JDK-8256108](https://bugs.openjdk.org/browse/JDK-8256108). This backport wasn't completely clean there was a merge conflict in the java.desktop/macosx/native/libawt_lwawt/awt/JavaComponentAccessibility.m. I cleaned it up the file. This backport is part of a series of 28 backports [JDK-8152350](https://bugs.openjdk.org/browse/JDK-8152350).
