[jdk13u-dev] RFR: 8283323: libharfbuzz optimization level results in extreme build times

Backport with path adjustment make/modules/java.desktop/lib/Awt2dLibraries.gmk to make/lib/Awt2dLibraries.gmk and a small context difference. Simple comparison on a single machine yields 2 minutes economy for me.
