[jdk11u-dev] RFR: 8273933: [TESTBUG] Test must run without preallocated exceptions

I backport this for parity with 11.0.15-oracle.

I deoptimization.cpp I had to resolve the third chunk adding debug output. 
The added code is unchanged.
