[jdk11u-dev] RFR: 8279998: PPC64 debug builds fail with "untested: RangeCheckStub: predicate_failed_trap_id"

Clean backport to proactively fix PPC64 fast/slowdebug bootcycle-builds.

Unlike mainline/18u/17u, 11u does not yet exhibit the failure, but I think it is only a question of time when it starts to fail.
