CFV: New JDK Updates Committer: Jonathan Dowland

I hereby nominate Jonathan Dowland [0] for the role of an OpenJDK JDK
Updates Committer.

Jonathan has been working on backports within the JDK Updates project
since 2021-07-16. He is already a Committer within the JDK 8 Updates
Project and his email is <jdowland at redhat.com>.
