[jdk18u] RFR: 8286573: Remove the unnecessary method Attr#attribTopLevel and its usage

Fix Request(18u)

Request to backport this change to jdk18u. The code applies cleanly.

Low risk: just clean some unnecessary code and trivial change.

In order to backport it to 17u-dev, before that, I need to backport it to 18u firstly.
