[jdk11u-dev] RFR: 8169468: NoResizeEventOnDMChangeTest.java fails because FS Window didn't receive all resizes!

I backport this for parity with 11.0.17-oracle.

I omitted the patch to ProblemList because this test was not listed in 11. Will mark as clean.
