Backport of "Disable SHA-1 Signed JARs" to 13 and 15?

Hi Yuri,

Will you backport the SHA change to 13 and 15, too?
There is no (visible) backport by Oracle to 11, but the
crypto roadmap says that this change comes with 11 and 8.
