[jdk17u-dev] RFR: 8265360: several compiler/whitebox tests fail with "private compiler.whitebox.SimpleTestCaseHelper(int) must be compiled"

I backport this for parity with 17.0.5-oracle.

I had to resolve the ProblemList due to context differences. Will mark as clean.
