[jdk11u-dev] RFR: 8274233: Minor cleanup for ToolBox

I backport this for parity with 11.0.16-oracle.

I had to resolve some comment changes because previous changes are missing. 
They are formatting changes, so pretty pointless.
One code block had to be resolved because of context changes.
