[jdk11u] RFR: 8283018: 11u GHA: Update GCC 9 minor versions

Hi all,

This pull request contains a backport of [JDK-8283018](https://bugs.openjdk.java.net/browse/JDK-8283018) from the [openjdk/jdk11u-dev](https://git.openjdk.java.net/jdk11u-dev) repository.

The commit being backported was authored by Aleksey Shipilev on 14 Mar 2022 and was reviewed by Severin Gehwolf.


I'd like to bring this fix to 11.0.15 and do the follow-up [JDK-8283778](https://bugs.openjdk.java.net/browse/JDK-8283778) there, too, in order to have a working GHA when 11.0.15 is integrated.
