[jdk18u] Integrated: 8278381: [GCC 11] Address::make_raw() does not initialize rspec

Backport of fix for JDK-8273881 to JDK-18u.  The patch applied cleanly and was tested with Mach5 tiers 1 and 2 on Linux, Mac OS, and Windows.
