[jdk15u-dev] RFR: 8281275: Upgrading from 8 to 11 no longer accepts '/' as filepath separator in gc paths

Not too risky change in the log configurator. I hope skara would consider the port clean since the only difference with original is in old copyright dates of both files. Waiting for the tests with label...
