[jdk11u-dev] RFR: 8283017: GHA: Workflows break with update release versions

This backports JDK-8283017 (GHA: Workflows break with update release versions) to jdk11u-dev.
While there is no switch from main release to update release any more in this branch, this backport helps to keep GHA codebase consistent.
With this backport, also the naming of the macos aarch64 image is fixed.

I had to resolve two places due to missing Windows arm64 port and due to the macos aarch64 diff that existed before the backport.
