[jdk15u-dev] RFR: 8296108: (tz) Update Timezone Data to 2022f

This is a regular backport of TZ 2022f. Basically clean backport with a necessary change of src/java.base/share/data/tzdata to make/data/tzdata. All relevant tests do pass.
