[jdk13u-dev] RFR: 8296239: ISO 4217 Amendment 174 Update

backporting to keep data up-to-date. Again, src/java.base/share/data is make/data in older releases.
Otherwise, it is aalmost clean backport with a difference in bugfix list in a test in 13u. The relevant tests run fine.
