[jdk13u-dev] RFR: 8296715: CLDR v42 update for tzdata 2022f

need to backport this change following tz2022f.
As in 15u, we omit ldmlSupplemental.dtd change of version and adapt the list of bugs in LocaleDataTest.java
For 13u, we also remove es_MX.xml change: it already has restored in this fix format 'count' attribute but the number of patterns is different as it is in a newer (for 13) CLDR.
