[jdk11u-dev] RFR: 8187697: Cleanup: irrelevant code in OutputPropertiesFactory

This is part of an effort to backport the following 3 commits. In order to resolve the issue presented by 3. This PR modifies OutputPropertiesFactory--adding changes which are then modifies by 2.
