[jdk15u-dev] RFR: 8295530: Update Zlib Data Compression Library to Version 1.2.13

This update seems as inevitable as timezone one. Clean backport; these releases have no 8283525 http to https change so the reversal of it is not required; git apparently can handle this non-reversal automatically. All relevant tests pass.
