[jdk15u-dev] RFR: 8292579: (tz) Update Timezone Data to 2022c

Slightly adapted backport of Timezone Data update 2022c. Data in 15u are still in make/ subdirectory, so the paths are changed. Also this path specifics is recorded in test/jdk/java/util/TimeZone/tools/share/Makefile.
All relevant tests do pass.
