[jdk17u-dev] RFR: 8301338: Identical branch conditions in CompileBroker::print_heapinfo

I backport this for parity with 17.0.8-oracle.

I had to resolve because 8300243: Replace NULL with nullptr in share/compiler
is not in 17.
