[jdk11u-dev] RFR: 8313878: Exclude compiler/rtm/locking/TestRTMSpinLoopCount.java on linux ppc64le

The test compiler/rtm/locking/TestRTMSpinLoopCount.java fails very often in JDK11 on linux ppc64le and should be excluded to reduce noise in the CI infrastructure.
