[jdk17u-dev] RFR: 8284273: Early crashes in os::print_context on AArch64

Clean backport to improve the resilience of crash reporting, and provide the grounds for other relevant backports in this area.

Additional testing:
 - [x] macos AArch64 fastdebug, `runtime/ErrorHandling`
 - [ ] Linux AArch64 fastdebug, `tier1 tier2 tier3`
