[jdk17u-dev] RFR: 8293851: hs_err should print more stack in hex dump

Clean backport to improve post-mortem diagnostics, and provide cleaner ground for the subsequent backports in the same area.

Addtional testing:
 - [x] Eye-balling the `hs_err` from artificial crash on MacOS AArch64
 - [x] MacOS server aarch64 fastdebug, `runtime/ErrorHandling`
