[jdk17u-dev] RFR: 8310873: Re-enable locked_create_entry symbol check in runtime/NMT/CheckForProperDetailStackTrace.java for RISC-V

Clean backport to jdk17u. This re-enables the "locked_create_entry" symbol checking in the test for RISC-V.

Testing: This test still passes on linux-riscv platform with this small change.
