[jdk11u-dev] RFR: 8217612: (CL)HSDB cannot show some JVM flags

Hi all,

This is a backport of JDK-8217612: (CL)HSDB cannot show some JVM flags

JDK11 reproduces the reported bug, so this patch should be applied.
There is a related Issue: JDK-8217850, and I submit the corresponding PR. 

The original patch is applied cleanly.

Testing: all serviceability agent tests,　hotspot_all and the test which comes with this patch
