[jdk17u-dev] RFR: 8314730: GHA: Drop libfreetype6-dev transitional package in favor of libfreetype-dev

Semi-clean backport to make RISC-V sysroot bootstrap more reliable. The conflict is in x86_32 line that contained additional packages for mainline GHA.
