According to the Bylaws definition of Lazy Consensus [1], this is sufficient to approve the nomination.

Severin will take over as lead maintainer when the existing maintainers step down at the end-of-support date for 21.0.2. In the interim, and in an effort to make the transition smoother, Severin will be approving fix requests for 21.0.3 as we have stopped accepting requests for 21.0.2.
