JDK 21u PRs

Hi,

These are the questions for Severin, but posting here for visibility.
   1. I guess we would have jdk21u and jdk21u-dev repositories going forward?
   2. What do we do with current PRs against jdk21u?
   3. Should we wait for jdk21u-dev to appear and rebase current PRs there?
   4. Should we wait for jdk21u-dev to appear before opening more PRs?

I understand 21.0.3 pipeline is getting ready, but it would be nice to have the quick yes/no answer 
at least to (4). Thanks!
